■「ペトロダラー・システム」とはなにか？

　世界の石油取引の決済は、ほぼドルで行われている。ドル以外の通貨では石油取引はできない。これを、「ペトロダラー・システム」（Petrodollar system）と呼び、「石油本位制」（Oil Standard）とも言っている。

　1971年のニクソン・ショックまでは、ドルは「金本位制」（Gold Standard）の下に、金（ゴールド）によって価値を裏付けられていた。それが、1970年代半ばに、アメリカがサウジアラビアと交わした協定により石油に代わった。

　この協定では、サウジが石油輸出をドル建てで行い、それで得た余剰の石油収入をアメリカ国債に投資することが定められた。その見返りとして、アメリカはサウジに軍事支援と安全保障を提供することになった。

　この結果、ドルは、サウジに限らず、「石油輸出国機構」（OPEC）の石油取引における唯一の決済通貨となった。
